[SOLVED] Cannot boot into windows 10 or USB

So I just upgraded my PSU, CPU, RAM, and mobo

Cpu: i9 9900k
Mobo: z390 gigabyte gaming x
Ram: trident z rgb 3600
Gpu: 1080ti ftw3

Im having trouble get passed the bios, its having some really weird issues where sometimes the boot drives aren't detected at all. And when they are I go to try and install windows 10 from the flash drive it loads for a little then freezes, but when boot drives are detected it will load then go to the install windows screen and freeze. The computer will also restart 2 or 3 times. And when I try to enable XMP. It gives me a boot failure detected.

FIXED:

Since I got the motherboard, the BIOS version was F6 so I updated it to F10C and it works like a charm, re installing windows now. Everything comes up like it should.
