Cannot boot off my CD

So basically my windows 10 operating system was broken, so I decided to take out the ssd it was installed on and quick format it. After I do this, I plug it back in and I get my old windows 7 boot CD so I can reinstall Windows. I stick my CD in the drive, and I set the bios to boot off the CD. Except, it doesn't. It just boots straight off the ssd and Windows tries to go into repair mode.. I change my boot priority 1 from hard drive to CD, and try again. It still boots into system repair. I unplug both hard drives, leave the CD in the CD drive and try to boot off the CD again. It says boot failure, please insert system disk and press enter. Idk what's wrong with it, my disk reads fine on other computer's DVD/RW drive.

Remove any other drives except the boot drive. Let windows try to repair and see what happens. (Without the CD in)

I did try to let Windows repair, it just said "Windows could not repair your pc."

I swapped out my DVD drive, it now boots into Windows. Thank you !
