Cannot burn 7GB worth of files onto a 25GB disk, "not enough space"

I'm trying to free up space on my HDD and SSD by buning files onto disks for storage. I've run into a few problems in trying to do so.

Sometimes I mistakenly burn the wrong files onto a disk and then delete them to try again, only for my disk's space to seemingly be permanently reduced by the size of the file I tried to put onto it, despite my deleting and reformatting the disk.

Another problem is that I get errors about there not being enough space on the disk.

It's the third new 25GB disk I've tried, (I don't know why they all say that only 23.5GB of space is available, they never used to say that) and I can't burn 7GB onto the disk.

I'm really in the dark about what to do. Does anyone have any suggests about what I'm doing wrong or might be overlooking?

Also note that even though the disks say 25GB, you usually can't burn 25GB of actual data (which is why it says 23.5). Some of that 25GB is used up by defects and also by formatting.

Every time you make a mistake your disc's available space is reduced by your "mistake." Is as simple as that.

And yes, unfortunately a 25G disc "really" has 23.x G available, don't get me start it.

When you're adding stuff to write doesnt the software show the amount left to fill the disk? You have to pay attention to that...
Some disk are capable of overburning, burning over the stated capacity, but it's a long shot finding them...
