Cannot combine 2 partitions n 3TB HDD created by Windows 10 boot

I was formatting my drive with Windows 10 installer. I deleted the existing partitions fine, and I was left with one giant 2700gb partition.

When I went to format this, it said it failed to create a partition and then left me with two Unallocated Spaces, one 2TB and the other with the remainder.

I've downloaded Partition Wizard and deleted all partitions on the drive, but they still show up separate and can't be combined.

Any suggestions?

It looks like you have a boot drive already and you want to use a 3TB drive as a data drive.
You need to convert the drive to GUID Partitioning Table (GPT):

You're speaking of Drive 0, correct?
Reformat it...select GPT.
This will allow you to use the entire 3TB as a single partition.
