Cannot connect Mac to Windows through Ethernet?

Im trying to transfer files from windows laptop to my macbook through a ethernet but When I enter smb://xxxxxxx my ip It gives me this error

There was a problem connecting to the server “169
Check the server name or IP address, and then try again. f you continue to have problems, contact your system administrator.

Please help what should i do? i have followed every instructions clearly and put the correct ip.

So all your pieces are on the 169 subnet? confirm. Can you PING anybody? Can you PING the target PC? I assume your PC has the proper SHARING enabled? Can you get to that PC from another PC? What Windows version? Both clients can access Internet?

Yeah, I am not going to watch a video for you and critique what the other guy didn't tell you.

My assistance actually tells you what to look for and make you into your own tech support. Nobody have time to walk you step-by-step.
