Cannot connect to certain sites due to Applocal error

Last night, my internet wasn't working. I assume it was just one of those times when the internet would fail for no reason. I paid no mind to it and just went to bed.

I got back home and got the http://attlocal.net/xslt?PAGE=HURL08 error I usually get when it was recovering from the disconnection. This would happen to random websites, but sometimes not effect others. For example, I can't go to Tom's Hardware (using phone atm) or other computer help websites I find on google but I can freely go to Reddit, Google or YouTube. Usually it goes away if I wait but its almost been a whole day when usually it'd take 10 minutes to stop.

So I have done everything that multiple websites and videos suggested. (Videos such as: https://www.youtube.com/watch?v=WYBxuJiRBIo [Open] and https://www.youtube.com/watch?v=cEY2HkbVHK8 [Open])

Only major difference between me and them is I use an ethernet cable rather than be wireless. I put my Internet Protocal Version 4 Properties to using the DNS server addresses: 8.8.8.8 and alternate 8.8.4.4

I have went to the command prompt and done ipconfig /flushdns, I tried ipconfig /renew but it keeps giving me "No operation can be performed on Local Area Connection while it has its media disconnected." I still went ahead and did ipconfig /registerdns. Restarted my PC multiple time, but still nothing.

Doing all of that has only changed the blank error page into https://i.gyazo.com/b09e55d02073576ad6b2cd9773bc604b.png

I have tried unplugging my router, resetting it to factory settings (and now I can't set up a password on it because the websites I need to use to do so are unable to be accessed due to the Attlocal error) and a bunch of other methods i can't remember. Please, does anyone know what I can do to fix this?

What make and model is your router?

If you truly factory reset the router then the router should be back to its default settings including IP address, login, and password settings.

Google the applicable router User Guide/Manual and start over.
