Cannot Delete Downloaded File From Folder

I downloaded a Rapidsahre video file to my TV folder and after viewing it wanted to delete it, but cannot. I have tried to rename it, move it, but all to no avail. When I hit delete I either get a small window that says recycling 1 item, but never completes the task or if I do get the delete window asking me if I "click" to delete, when I do it says "cannot, because it is currently running somplace." as it does when I tried to rename it. For the life of me I cannot find where it is "running" as I have checked Windows Media Center and cannot find it there or anyplace else. Have tried to reboot and still nothing. Any help would be appreciated.

Have you tried booting into safe mode and deleting it from there?

No, I have not, but before I posted here I did a search engine on this problem and found a post who tried that and it did not work, but I will try it, thanks.
