This has only happened recently and honestly I would say I've never seen this happen before. I cannot seem to remove files over 50 megabytes off of my computer, they have their percentages etc all saying that the files are being removed but they end up still being there when i check..

I cannot copy files but I can cut them and move them to other folders. I thought a short video might help in case you aren't sure what im talking about. I also cannot move the files or copy them to a different drive they can only stay in the existing one. It seems to be affecting only my D: drive but I have seen it happen as well on my C: drive but cannot report any recent events occurring. Thank you again and sorry for your time.

Have you restarted PC since you deleted them? I mean the restart option in the start menu, not simply turning PC on/off. win 10 is only actually truly off during a restart unless you have Fast Startup turned off

Windows marks files for deletion and removes them on a restart

That doesn't explain why you can't copy. Is D drive a different hdd to C? Not just a partition on same drive?

Try clearing the copy/paste cache - https://www.tenforums.com/tutorials/4326-create-clear-clipboard-shortcut-windows.html
