Cannot delete $windows. bt and it's driving me insane.

I have been trying to delete this folder for a week or so after I rolled back from an update that was giving me cpu problems (constant 100% usage on my i5 8400 idle). Every time I try to delete it it asks for permission FROM MYSELF. I have tried putting my username on the permissions list but it still asks for it. Any help would be appreciated,

Try boot to safe mode then delete.
If that fails, open up a administrator CMD, then type attrib -a -h -r -s filename like C:/mypc/windows.bt
That should clear any stoppages to file delete.

I tried this before, but the second time round just using windows disk cleanup in file explorer worked
