"Cannot Display Video Mode" Error

Dell Inspiron 580 Windows 7/64

Recently I purchase a VisionTek AMD Radeon R7360 2GB GDDR5. Also as a requirement purchased a 500v PSU for the system. Before installing i uninstalled the Pre-Installed graphic drivers from my computer. After installing the New PSU and the Graphic card and rebooting the system I get "cannot display video mode" message even in safe mode after it loads all the drivers. So far i have tried loading the onboard drivers that didn't work, then safe mode didn't work, then tried putting back the old card that also didn't work. I just can not get it to go away. I have read similar threads and solution for this kind of problem but i just can't get screen to come on to try any of those solution. Any help/suggestion would be greatly appreciated. Thank you

have you tried selecting from the boot menu (pushing f8 to get to boot menu) "enable low resolution 640x480" if the pc boots that way. if it boots under it go open your device manager and delete your monitor and video card listing. then try booting nomrally

Yes but that is all! Then it goes back to displaying "cannot display video mode" message.

Thank you for replying. I have tried that! It successfully takes me to safe mode starts loading all the drivers and then displays "cannot display video mode" and completely blacks out.
