Cannot download anything but can use internet normally

I cannot finish downloads in any internet explorer including "Internet Explorer", "Edge", and "Chrome". What happens is that I can start downloads, but after 3-4 seconds my downloads would just stall and show no error whatsoever, they would just completely stop.
Interestingly, I don't have this issue with FTP downloading (i.e. Torrent files). I can download large files with no interruptions at all.

Steps I have taken thus far:
1. Disabling Windows Defender & Avira
2. Running a full PC scan using Avira & Malwarebytes
3. Creating a new user and attempting to use the internet through that user
4. Deleting chrome (I can't reinstall it now lol)
5. Checked my internet through a different device, it worked with no problems.
6. Directly connected my tablet (I use my tablet to connect to the internet) via usb Ethernet, still same problem.
7. Used a different internet connection

All of these steps did not help. The issue started randomly yesterday. Google searching for an hour did not yield much help so I thought I'd seek your help here. Any assistance is highly appreciated. Thank you.

The first 3 programs dextermat suggested are junkware removal tool, rogue killer and adwcleaner, all of which you can get from bleepingcomputer.com

JRT won't help with your problem, and I think adwcleaner does a better job than rogue killer, so out of the 3, I would suggest running adwcleaner, and also run combofix afterwards - also available at bleepingcomputer.com


Of course. Nope no proxy and no custom DNS. (P.S. Tested Google's DNS, didn't fix it)

@Dextermat: I couldn't find the first three programs. I've used all functions of NetAdapter though, didn't fix the situation.

Anymore advice is highly appreciated
 


I'd argue #5 and #7 pretty much rule out ISP/modem/router.

I've seen this happen once. Never totally pinned it down, but it felt like some kind of hijack/rootkit/whatever. I wiped the drive, re-installed the OS, apps, and data, and everything was OK.

@tman1: Thanks friend, Adwcleaner did the job quickly and efficiently. As it turns out, some left over files from chrome's cookies (or maybe downloads? I don't know) were responsible for this issue. I wish I could find the log to share the result with you so that others who may face the same problem might see the culprit but I accidently closed the log report and can't find it at the moment.

Again, much appreciated to you all for your help, and for you tman1 for your invaluable advice.
