Cannot download large files from any browser

Hello all,

I'm new here, but heard you guys might be able to help.

My problem is my computer will not download large files, from any browser. By large, I mean files over like 500 MB. My other computer on the same network does just fine. The problem computer is a dell inspiron laptop just over yr old, running windows 8. I rebooted my router and modem to no avail. I did two system resets (not restore, but complete wipes) on this computer. The problem still persists. I purchased and installed Bitdefender antivirus 2015, but nothing was found. I'm at my wits end here.

I'd really appreciate a helping hand.

What was the last thing I did before this occured? To be honest, in this case there is nothing that comes to mind. I hadn't made any real changes or done anything out of the ordinary. I just noticed it one day. I wish I could pinpoint something, as a potential cause for this but I really cant.

On a side nte: Now Im noticing that if I open additional tabs, they load slower. Something that was never an issue before. If a new tab is taking a while to load, and I close a tab I have open, it will load the new tab. As if theres some kind of limit now. Meanwhile, as stated before, my download and upload speeds appear normal.
 
Specs:

Inspiron 15z
Intel i5-3317U @ 1.70GHz
6 Gb of RAM
Windows 8 (was 8.1 when it first occured, but I did 2 system resets since then)
64 bit operating system with touchscreen
 
When I check task manager, under "Memory" I see "46%".

Its split up in 2 sections: Apps and Background processes:

Under Apps Google chrome is using 103 MB. Task manager is using 9.4 MB, Explorer is using 45 MB.

Under background processes: Utorrent is using 332.9. Bitdefender is using 224.3. Google Chrome 32 bit has 13 instances under background processes, each using somewhere from 14 to 105 MB.
