Cannot end Steam.exe

Whenever I start up my pc, steam.exe is already running, even though I have turned it off startup. Task manager says steam.exe is running but when i try to open steam nothing happens and I can't use steam at all. The temporary fix for me is to just restart my pc and steam.exe would magically not be running, and steam works like normal. However, steam will just randomly close and therefore causes me to have to restart my pc again, which takes a while.

Fixes I have tried:
Run steam in compatibility mode
Run steam without compatibility mode
Run steam as an adminstrator
Run steam not as an adminstrator
Run steam on startup
Don't run steam on startup
Use another account on the pc, still cant use steam.exe or close it.

Run windows in safe mode. Kill any Steam-related processes in the taskmanager (steam.exe, gameoverlayui.exe, the game itself) and then start Steam again. A reboot is not necessary. If the problem persists, remove anything in your Steam directory except SteamApps and Steam.exe and then run Steam.exe. Steam will be reinstalled then, but your games and savegames still exist.
