cannot factory reset windows 7

Im currently trying to factory restore completely windows 7, im not new at this, ive done it numerous times before... the problem is i tried in safe mode with networking, it loads the grocery list page that say windows system, then it freezes on that page and theres nothing i can do.. ive restarted the computer but cant get pass the windows logo, it will not load... i got to as far as trying to restore the system doing F8 and it will not allow me to restore... help please!!

1: Put your windows 7 cd or usb in
2: Go into UEFI and select your cd or usb as first boot
3: At the screen with the button that says install windows, click repair.
4: Follow the on screen instructions.

can you run a check disk on your hard drive and see if that helps?
