You can try to fix reset or just clean install
Fixing it may not work,
run command prompt (admin)
copy/paste this command into window:
DISM /Online /Cleanup-Image /RestoreHealth
restart PC once its complete, if it asks for Source then it really depends on which build of Win 10 you are on as to whether we can fix it from here.I will show Source answer if its needed.
My normal fix to a factory reset not working is a clean install.
download the
Windows 10 media creation tool and use it to make a win 10 installer on USB
Put USB or DVD into PC
Go to
settings/update & security/recovery
Under Advanced Startup, click
restart now button
this will start PC in Advanced Start up
choose
Use a Device & pick USB/DVD from list
PC will reboot using the DVD or USB

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished
On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)
