Question Cannot format/use second SSD on W10 PC

I have a Dell laptop with a primary NVmE SSD and space was running low on it so I installed a SATA 2.5" SSD for more storage.

I am logged into my account with Administrator access. Here is what the HDs look like when I open This PC.

When I try to click on the new SSD and access it I receive this error message.

When I attempt to run a format I receive this error message

This is what I get when I right click inside disk management.

As far as I know, nothing is running on the newly installed SSD but I cannot access it or format it.

Anybody know how I can resolve this issue to use the drive and its space?
 
well, your windows is using that drive for page file (swap)
and you dont have permissions to access that drive

I'm sorry but I'm a bit confused as to how to resolve it. Do I need to make page file changes or permission changes? Can I do either or do I need to do both?

Is there a possibility of messing the system up somehow?

Edit: So I did the page filing first and then did the permissions and now I have access and was able to format. Do I need to change any of the page filing back?
