Question Cannot get above 40fps on minecraft with a 3000 gaming pc

I have a pc with the listed parts
Asus z390-E, Geforce GTX 2080 super, i7 9700k, 32gigs of corsair vengeance ram.
I cannot stream, play Minecraft with sufficient frames and lots more please help

make and model of the psu?
monitor connect to the gpu and not the motherboard?

GPU usage is low and CPU usage is high close to 100% before I factory reset my pc though my cpu usage was always low. (This is for minecraft specifically)

The PSU is cx750m

and all the monitors are hooked up to the GPU

cpu temp is okay I have an h150i corsair cooler so its like averages below 60c
factory reset computer and ran a malware scan with malware bytes.
sdd usage is 0 - 10% usage

Having the EXACT same problem. Crazy CPU usage, low GPU usage, MAX like 7%.

CPU: I7-4700K
GPU: GTX 980ti

I can run GTA V on max settings, better then Minecraft, Makes no sense.

My bios is updated to the highest version.
I have tried to do a fresh os install previously with the windows creation tool. I could have possibly did something wrong there. I had to delete partitions and all to wipe my drives then download windows.

It seems to also happen when I am streaming any game on discord as well I get low fps
