I just built a PC with a gigabyte x470 gaming 7 MoBo, ryzen 2700x, and 1080 ti. I cannot successfully get the BIOS to display to a monitor using the 1080 ti. The MoBo has no hdmi ports so I need to use the GPU. Am I missing something?

Solution
check and recheck
- physic of your parts, bent pin, broken solder etc
- PSU power delivery using multitester
- power with onboard power button, disconnect case cable
- remove battery, reinstate battery, clear CMOS

probably just bad battery, you buy exact battery and change the original
I believe I have Corsair LPX RAM, 1080 ti, and ryzen 2700x all connected correctly. The debug LED says 00, my CPU LED is on, but my DRAM LED is off. Any advice?

Clean the RAM modules pins with a white rubber. They shouldn't be dirty as it is a new PC but who knows. Also try other RAM slots, maybe the one you are using is faulty.

Thanks for the response! I tried to clean the RAM and use different slots but the same result. Also, the LED strips in the mobo do not turn on, is this a sign of a faulty mobo? When I first plug in the PSU they flicker, but when I turn on the mobo they do not light up.
