cannot get pass F1 & F2 windows xp

Trying to format dell 4600 so i can put windows 7 on . I have formatted this computer so many times over the years but never had this problem. The screen comes up press F1 or F2

You're wasting your time anyway as Windows 7 is not supported on the 4600. Dell has no Windows 7 drivers for it, nor Vista drivers.

Only Windows XP or Windows 2000 drivers are available.

Go into the BIOS and see if the hard drive is seen there. If it is, make sure it's also in the boot order. Is it making any odd sounds?

Aside from that issue, as in the post above, running Win 7 on an old system with no drivers can cause issues, most often video and audio won't work properly.
