Question Cannot get past the startup menu.

Changed motherboard and boot drives. I noticed it was running slower and had to do a fresh install of windows. I formatted my boot drive clearing everything off of it. I now can’t get past the blue screen boot screen. Whenever I try to run system repair, continue, or anything under the troubleshoot option it does not work. I’m pretty sure I need to install windows off a usb again. Thoughts?
