Windows 8.1 (64 bit)
AMD Radeon 6700 series GPU
CX500 PSU
-other than that just a HP desktop you buy at bestbuy.

I have tried many suggestions on this site and others and cannot get to that darn BIOS menu.

First, I tried going to PC Settings > Update and Recovery > Recovery > Advanced Start-up > Troubleshooting > Advanced Options > UEFI Firmware Settings. Taking this route begins to restart my computer but when it restarts, it beeps 6 times and the display never comes on. I wait it out and eventually have to manually restart my computer, which gives me a normal restart in lieu of the UEFI Firmware Boot or BIOS Menu. ---- I believe when I click the UEFI Firmware Boot button in Windows 8 it tries to boot from my integrated graphics card, I don't know what action to take from here.

I have also tried other things like:
-Removing Fast Boot from the Power Settings
-Resetting the BIOS by removing the power cable and then removing the battery for a couple of minutes.

I have been at this for 5 hours now, hopefully someone can point me in the right direction. Thanks

Solution
Fast boot as a bios setting is enabled then.
If you look in the manual of the mobo it should tell you a key to press to enter the boot order of devices after initial 1 beep post ect.
In there should be an option of jump to bios via menu so try that way, after the list of devices to select a first boot device or setup a list, an extended boot menu.

Your last attempt is to, remove the Pci-e based card for a run and only use on board video, after a bios jumper reset also.
Amend the settings to what i stated in my first post. Save them before exiting the bios.
replace the Pci-e card back in its slot, connect power and video to it.

Your answer is pretty simple.
There are two points to make here.
If by pressing the key on your keyboard to enter the bios it is simply ignored, and a normal boot process continues to load the OS.

Then you have an initial setting in the bios to do with the usb ports of the computer if you are using a usb keyboard.
The option of detect legacy Usb devices must be enabled in some cases as a default setting.
So when using a Usb keyboard the key registers to enter the bios.

The way around this if the mobo has a Ps2 style keyboard port is to use that one with a connector that converts a Usb to a Ps2 connector.

You will then be able to enter the bios, with the same key of the keyboard and should enter the bios without a problem.

If so make sure you change the settings in the bios to detect legacy usb devices to enabled.

Save the settings in the bios before exit and it will work from then on when connected via Usb.

Your next thing to look out for is.

When you press a key if you are just met with a blinking white command line, or the screen goes black with no flashing cursor or a solid blue screen appears.

This means that if you have on board video output on the motherboard, as well as the 6700 series Pci-e card. enabled.

That you are running two graphics chip sets.
By default, if the case the Video output signal for video display of the bios menu is displayed via the on board graphics out put of the motherboard so you need to swap the monitor cable to that port to see the bios out put displayed. After you press the key on your keyboard to enter the bios. move the video cable from the 6700 card to the mobo video ports Bios will display on monitor.

Once you get to that stage, Change the default graphics adapter to be initialized first in the bios to Pci-e in the order list.

And if you can disable on board GPU Igp setting relating to Amd or Intel based chips that have incorporated Gpus and Cpu`s in one die package, do so.

Save the settings before exiting the bios.
Swap the cable back to the 6700 series card, and every time you press the key to enter the bios the bios screen will be presented through the 6700 series video output.

If you follow this as it`s written you will get it work properly.
Your not the first to have this problem but both will fix it. by following the order i wrote down.
Good luck.

Thank you for the detailed descriptions and instructions, unfortunately my mobo is only equipped with USB in lieu of the Ps2.

I have none of the conditions of what you have listed above for the screen during reboot.
During reboot, my monitor is showing that it does not get a signal until about 3-5 seconds after my computer has already started to restart, by that time the Windows 8 welcome screen is loaded.

I have done that as well, forgot to list that, but there was no signal coming from the integrated graphics card. I even rebooted 3 times and still nothing.

Thank you for the help so far guys.
