Cannot get Windows 10 to continue past Welcome screen

Decided to install Windows 10 this weekend. From what I can tell, it installed properly. But cannot get past the "Welcome to Window 10" Screen. See image below. I am on a home-built PC with Window 7 Pro. All current updates to Windows 7 are installed, and the Win 10 compatability screen shows that my system is 100% compatible.

I have been searching all over the internet to find a solution, and nothing seems to apply to me. here's what I've done:

I have rebooted. Disabled Microsoft's antivirus. Disabled ALL USB ports except for Mouse and Keyboard within the BIOS. I made sure my Bios is up to date (Asus Rampage IV Extreme). Unplugged everything from the PC, USB and Ethernet cable.

I have been able to get to a troubleshooting screen. See below. I can use Mouse and Keyboard here. But cannot boot into Win10 with mouse and Keyboard. I enabled Safe Mode, but when F8 is hit at startup, I am only able to get to a selection of Hard Drives (3rd Photo).

The only thing I am able to do is revert back to Windows 7, which works fine after that.

I have tried installing from Windows Update, and the direct link download. I've uninstalled the Nvidia drivers, and still not able to proceed past the first image below. It's as if the mouse and keyboard do not work. So I cannot tell if the system is locking up when it gets to this point, or if something else is happening.

Any ideas?

The error code I get is: c1900101-40019, but don't see an exact answer to what that full code means.

Could this be a problem with how I have the system set up then? I currently have the OS installed on an SSD, and all the rest of the programs on a second drive. Figured Windows would be smart enough for this by now?

Haven't tried disconnecting other internal drives. Will try that next. Thanks.
 


Unplugged all internal and external hard drives except for the SSD C: drive. Still get the same results. So I know it's not a third party app that's hanging it up, since all of them were on a drive that was unplugged.

Do not understand it. I have a laptop that came with Win8 installed, already upgraded that to Win10 without any issues.
 
Try fix the boot from the time that you can access troubleshooter.

How to fix windows boot fail

1. Go to Windows repair an open CMD
2. Type: bcdedit /export C:\BCD_Backup
3. C:
4. cd boot
5. attrib bcd -s -h -r
6. ren c:\boot\bcd bcd.old
7. bootrec /RebuildBcd
8. To installation list type Yes
 
Finally got Windows 10 installed. NOTHING worked. I don't understand it. After narrowing it down, I think I realized there was something messed up with my Windows 7 install. It worked fine, but wasn't even able to run the System Restore to fix anything that could be wrong with Windows 7. Couldn't run it from within Windows, and couldn't run it from the disc after boot. So I burnt an ISO DVD of Windows 10, and told it to start fresh.

Luckily I have all my data backed up to the second drive and then double backed up to a Synology NAS. So all I'm really out, is re-installing all my software.

Thanks for all the tips and suggestions. I must have been just that one anomaly case where something was so far gone, it couldn't be recovered.

But if anyone else is having the same problem, and nothing is working the correct way, I'm afraid a clean install may be your best and only option.
