Cannot instal Windows from Media Creation Tool in USB

rufus just installs the ISO onto the USB, it still needs a copy of the ISO as you still need to run Media Creation tool to make it, which would just recreate that error.

The problem isn't the install process, its the creation process.

I want to install Windows on the USB Drive because i want to install it on a New PC without OS.
After i click "Next", it shows the typical message "Preparing..." but it doesn't even start, and 5 minutes later it shows the error.
