Cannot install any OS on PC. PC had a full format with dban . Stuck on OS system logo

So I tried to install linux ubuntu, windows 7 and windows 10 and all of them failed when it comes to windows 10 i m stuck on the black screen with windows logo in the middle without any loading .Tring to install LInux Ubuntu resoult only purple screen that reboots over and over . I had format PC with dban .
Parts :
hard drive :SAMSUNG HD642JJ
motherboard : ASUS M3A <GREEN>
Why can't i install OS . Before format i had the same problem
