Cannot install Dot Net Framework 4.6 on Windows 7

I seem to keep running into the same issue. Every time I try and install .Net framework 4.6 It tells me that there is a "Fatal Error" when installing. It gives me a log file to see what the problem is and every time i do this it just opens ups 5 tabs that ultimately lead to nothing.By the way, I have a 32 bit PC if that counts for anything. Please help!

In my opinion,

Option 2, reinstalling Windows.

Is there a way for me to get an error code out of the fatal installation that might help?
