cannot install windows 7 from usb dvd drive

Wanted to install windows 7 hp 64bit on a notebook. No internal dvd drive. Computer was sold with a windows 8 license. I do not want to downgrade to windows 7. I have a windows 7 license and a X15-65733 iso to install. If I start installing from usb dvd drive, either I get an error message or installation stops after the loading files bar is finished. The bios has a lot of setting options. Boot mode legacy and boot priority uefi results in a blue screen. Bios not fully acpi compliant stop 0x000000a5 (0x0000000000000011, 0x0000000000000008, 0xffffffffffd15018, 0x0000000000040000).
Boot mode uefi secure boot enabled results in blocked by current security.
Boot mode uefi secure boot disabled results in a read bar at the top and installation stops.
It makes no difference in bios to set system to windows 8 or other system.
Can I install windows 7 hp 64bit? Or is the computer hardware or software made that it will not accept any other windows license than the windows 8 license it was sold with?

Is laptop hp to match hp oem windows?

If not probably not allowed for licensing reasons

Secure boot only allows win 8 or latter or a few linux distributions

You may suceed using a bootable usb memory stick in a usb 2 not usb 3 port
Ms has a program to put win 7 iso onto usb memory stick

But why not go from 8.0 to 8.1 then free upgrade to 10?

Windows 7 hp is windows 7 home premium.
I already had tested burning iso image on a usb flash stick. And tested it on the notebook's usb 2 and usb 3 port. In the bios' boot menu, the usb flash stick is listed. If you start the notebook it not even finds the usb flash stick. The windows 7 hp load files bar does not display.
I do not want to change the windows 8 hdd.
