Cannot Install Windows 7 Pro 64 bit without a CD or DVD

I have an HP 8460p Elitebook Windows 7 Pr0 64 bit laptop and am trying to do a clean install without using a CD or DVD.
I purchased an application that was supposed to allow me to use a bootable drive but it will not download.
I do not have a DVD or CD.
Can someone help me resolve this?
I do have a usable product key but cannot get to that point.
Can someone give me a suggestion on how to get around this?

You can download an ISO onto a flash drive and use it that way. Unfortunately without some external medium like a CD/DVD Player or a USB drive, the only other option is a network install which is iffy for consumer products. It is WAY easier to do it through CD or USB.

MS have a free tool called windows USB/DVD tool that can be used to load an ISO copy of windows onto a USB drive. you will need an ISO of your windows 7 DVD to use with this
