Cannot launch CS:GO

I have tried multiple forums, and tried multiple solutions but I think it's Window's problem.

CS was working completely fine on computer. After a new windows update yesterday which took about 30 minutes, I can't play CS anymore. The update updated my GUI (made it a bit better looking, apart from that, no changes). The problem is that when I press 'play' CS, the application launches (I can see it in the task manager) and the screen blacks out for about a second. Then nothing happens. The application is also not visible on the task bar.

Some things that might be helpful:
My CPU is 64 bit.
I disabled firewall.
I already uninstalled the windows update (it did not change my GUI back).
I have done 2 clean re-installs of both Steam and CS.

That is odd because your processor is i5-4310u which is definitely listed under "This download is valid for the product(s) listed below." What is the make and model of your computer? Should say on a sticker on the bottom of laptop. I assume it is a laptop since the processor is a mobile processor. Check manufacturers support page for the model of your laptop and download the display driver from them.
 
Bring up Device Manager by doing the following "Press Windows+X to open the menu, and choose Device Manager on it." and check under display adapters and make sure your GPU is definitely the Intel® HD Graphics 4400.
 
You can try rolling back the driver under Device Manager the screen shot you uploaded is where you do this just select the Driver tab and choose Roll Back Driver.
Hopefully in the mean time someone else has a solution to why the Intel installer won't allow you to install the drivers you downloaded. You could try Intel's Driver update utility from http://www.intel.com/content/www/us/en/support/detect.html?iid=dc_iduu
