Cannot make a new partition (diskpart)

Hi, I m new here. I searched a lot for an answer, but I couldn't find anything!
My problem: I installed Windows10 using an SSD and an HDD, being very noisy I sometimes want to unplug my HDD but Windows installed the boot files on it. I used diskpart to create a new efi partition, but it says this:

No usable free extent could be found. It may be that there is insufficient
free space to create a partition at the specified size and offset. Specify
different size and offset values or don't specify either to create the
maximum sized partition. It may be that the disk is partitioned using the MBR disk
partitioning format and the disk contains either 4 primary partitions, (no
more partitions may be created), or 3 primary partitions and one extended
partition, (only logical drives may be created).


What can I do?

Solution
That's not a problem. Just unplug the HDD and boot from the install disc. Tell it to format the C: drive and install Windows. Then reconnect the HDD.

4 partitions is the limit. But to the HDD and the boot files issue...
You must have left your HDD connected when you installed Win to the SSD. If I were you, I'd do a clean install all over again. This time unplug the HDD and the boot files will be installed to the SSD where they are suppose to be.
