Cannot open ccc with ati 11 3 display driver package

Hello, I cannot open ccc w/ati 11.3 drivers. I have done everything I can think of. I have uninstalled the old drivers properly. Windows 7. However, I can access the Radeon 6850 Turbo card. 1gb Gddr 5 Ram. Any thoughts. AMD is useless!

aside from running driver speeper as admin in safe mode and removing all of ati`s stuff i have no idea that always works for me and ive been testing lots of different drivers lately
