Your post title says you can't open (access) the drive. So you won't be able to format it. So what is the error you receive ?

Formatting the hard disk will cause you to lose data.

If you need to reformat a hard drive and want files off it plug it in as a slave on another computer first and copy the files off. There are some neat usb adapters that allow a hard drive to be connected for file transfer.
