[SOLVED] Cannot open my settings in Windows 10

So recently I noticed an issue with my settings in Windows 10 in that I cannot open them

At all

Any attempt to open up any windows settings causes the settings to crash immediately

I'm not sure how to fix this, I've tried various things I've read online such as using powershell to reinstall the settings app, using sfc /scannow to fix corrupted files, so far nothing has helped. Does anyone have any suggestions? Ideally speaking I'd rather not have to reinstall my OS though I fear that might be necessary
