Cannot resize c drive

I'm trying to shrink my c drive to dual boot but I Cannot resize c: "unable to find the file specified " is the popup I get

you cannot resize C: drive you will need to format the hard disk and install windows again to make smaller(select smaller size on install)

Or you can use a 3rd party tool. I like the bootable Minitool Partition Wizard which can resize and also clone Win8-10 disks.
