cannot run any type of program, I cannot install updates or any OTHER type of PROGRAM.
I can download and thats it.

Could you open an elevated command prompt (open start menu/screen, search for "cmd" w/o quotes, right click, click "run as administrator"), and typing in "sfc /scannow" without quotes? It will verify your OS system files are working correctly and if not it will try and fix it.

Its possible that an Anti-virus program is preventing the installers from working correctly. You should only be running one anti-virus at a time (I.E. Avast, MSE, Kaspersky, Norton, EST32nod etc). Running specific scanners is fine to do more than one (I.E. MalwareBytes scanner, TDSSKiller, SAS) as long as you don't keep them running in the background. Having multiple active anti-virus programs running at once can butt heads and cause problems for the operating system and extremely weird problems.
