Cannot Start Windows at All (DPC Watchdog Violation)

I recently attempted to refresh my computer through the windows 10 safe mode, but partway through the re-installation of windows it got an error and had to restart. Now every single time I boot it, it runs through the dell startup and then immediately gets the DPC_Watchdog_Violation BSOD. All the threads I have found that solve this BSOD involve getting into Windows or safe mode, however I can't access either. Where can I go from here?

Solution
Create a USB using Memtest86 free edition. It is a bootable USB so don't need windows to run it, any errors are too many, and if you get any, stick needs to be replaced.
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

I would suggest trying to fresh install windows 10 since the reset broke half way through.
change boot order in BIOS so USB is first, hdd second
boot from installer

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)

If you get same errors again, we go from there, but you might just have broken windows
 


I attempted to boot it from the USB with Win10 on it and it continued to get a BSOD with a new error, "Page Fault in Nonpaged Area." As far as I can tell, my ram seems to be at fault but I'm no expert. It only has the one DDR3 stick and I don't have another to test with. I greatly appreciate the assistance.
