Question Cannot Turn on PC. Have to remove 24-Pin to turn on.

So yeah. My computer won't turn on every time I shut it down. I have to remove the 24 pin motherboard cable before it powers on. This problem started around a few days ago. At first I thought it was the power button, but after shorting the connector, it still won't turn on. When I removed the 24 pin cable and re connected it, it then turned on. And btw, every time I do that my BIOS settings reset so I have to do my OCs again and again.

Oh and every time I shut my PC off, it will turn on back again automatically.

Any help?
