Cannot update programs. Publisher error

Hi,
Every time i try to update an application, i get this error:

CRYPT_E_SECURITY_SETTINGS:
The hash that represents the subject or the publisher
was not explicitly trusted by the admin and the admin policy has disabled user trust. No signature, publisher or time stamp errors.

Can you please help?

Are you using a computer that is on a network, controlled by any system Administrator?

Are you logged in as an administrator and are you running
a) the program in admin mode
AND/OR
b) the program's update executable (if there is one) in admin mode also?

yes i'm logged in as an administrator and i've tried running the program (there's a lot that don't work) as administrator and it still doesn't work

well, itunes, adobe reader all don't update, just to name a few.

Ok well if you go to start->run and type "gpedit.msc" without the quotes.
Next Click the Computer Conifguration-> Windows Settings -> Security Settings -> Public Key Policies.
Then on the right window should be Public Key Policies, double click this and go to the Trusted Publishers tab and click define these policy settings and try Allow only all administrators first if no luck then try allow all admins and users.
This should help you, please let me know how it goes.

Have you updated your OS to Service pack 1?

You are having system file problem.

Then on the right window should be Public Key Policies, double click this and go to the Trusted Publishers tab and click define these policy settings and try Allow only all administrators first if no luck then try allow all admins and users.

I've tried changing the settings under the "trusted publishers" tab with a restart after each. Still can't update the programs

I ran an avast scan and it didn't detect anything. I haven't installed any new software. I have, however, noticed that when uac warns me about programs, the publisher is always "unknown". Even for Microsoft fix its.

I don't count Avast is a good one to do proper scan.

Avast crashes many working program too detecting a virus(false positive).

Its sure that your registry has been manipulated by some virus or malware.

Try using system restore.
