Cannot Upgrade to The November Update Windows 10(System Partition Cannot Be updated)

When I try to get the november update I says it failed and undoes the changes. Then when I click fix issues I get this message

Please help me I have been trying to update since November.

have you tried downloading the windows 10 media creation tool and run upgrade this pc?

if that fails, i would use tool to create an ISO or USB and perhaps fresh install win 10
