Cannot use 2 front panel usb at the same time

Hello, I recently find out that i can't use both of my usb if i have my external hard drive plugged in on one of the usb front panel. The hard drive would be undetected if i use both of the usb. Is it normal or is there a fix for this? Any help is appreciated
 
The external drive is drawing too much power so there is not enough for the other port to supply enough.

Any USB device that doesn't have an external power supply draws it's power from the port itself, and there really isn't that much from a USB port.
 

But the 2 usb plug into different socket(?) on my motherboard. Isn't the power supposedly didn't matter?
 

"Supposedly" you get 1 amp per port, but your Mobo vendor may had gotten lazy and wired in such a way that they use the same wire for both ports and limiting you to 1 amp for both ports.

Check the internal cable, if this is USB2, it should have at least 4 wires per port=8 wires minimum.

You can always re-wire and use another header on the Mobo you know, if a spare one is available, but you will have to make your own custom cable.
