My Canon i850 has started to exhibit strange banding when printing
black ink. (See attached example.) I have refilled the black tank
several times so I suspect that the tank is no longer delivering ink
fast enough and needs to be replaced. (The printer works ok on the
high quality setting where the printhead travels more slowly.) The
tank is currently about 1/3 full. Anyway, before I dump the tank I
was hoping someone could confirm my theory or come up with an
alternative. I did run the black tank through one normal and one deep
cleaning cycle to no avail.

Banding indicates clogged nozzels. The reason it works fine on high
quality is that the smaller nozzels kick in that arent normally used
during lower resolution printing..

No way around it you got clogged nozzels. I would suggest looking at
the refill ink you are using as the suspect. I would also try cleaning
the print head. There are many methods to try such as a warm plate of
windex deep enough to just soak the nozzels etc etc.. many techniques
and options

Use reputable refill ink and throw out what you are using now before
it gets worse

www.alotofthings.com for the best ink with a very respected
