They are both essentially the same thing, but with one important difference:

Your first link is for a "compatible" cartridge that is not made by Canon, and is therefore much cheaper.

Second link is for a genuine Canon cartridge made by Canon, better quality, guaranteed by Canon, and therefore more expensive.

The cheaper one may give you poor quality printouts compared to the genuine Canon one.
