Here's what I recommend doing:
1) Download DDU and extract the contents of the folder to your desktop. Don't run it yet.

2) Download new AMD drivers but don't install them yet.

3) Restart into Safe Mode.
3a) In Windows 10, you can do this by holding Shift while you click Restart in the Start menu. You'll be greeted with a fullscreen menu. Troubleshoot, Advanced, Advanced Startup, Restart. Older versions of Windows 10 call it Advanced Restart instead of Advanced Startup.
3b) If you have Windows 7 or Windows 8/8.1, just mash F8 at startup and select Safe Mode from the menu.
4) Once logged into Safe Mode, run DDU and remove all AMD display drivers.
5) Restart normally.
6) Install the drivers you downloaded earlier.
7) Restart.
8) Observe system behavior and reply with the current status of your issue.
