Can't access BIOS on Toshiba Satellite CL15t

I can't access BIOS on my laptop - it's a Toshiba Satellite CL-15t-B1204X.

I've tried all possible key combinations I could think of, through many reboots - del, all Fn, keys, esc, et al. Rapidly pressing, then holding. I've also held the "Fn" key while pressing these. Then I plugged in an external keyboard to check if that was the issue - no change.

I downloaded the manual, and don't see anywhere where it says how to access the BIOS.

I can't figure out why I am unable to boot to BIOS. It boots straight to Windows every time.

Any help would be appreciated. Thanks.

Apparently with windows 10, it really does not shut down completely when you say shut down.
If you hold the shift key while you click on shut down, it will shut down completely.
That should allow you to enter the bios by pressing the appropriate key(F2, del probably) while powering on.
Once in the bios, you have to disable fast boot and specify legacy and allow usb boot.
