I attached a new graphic card to my computer and since then using f2, f12, f8 or any key to get into BIOS Setup nothing happens on my monitor. But if i attach the monitor to the iGPU port on the motherboard, everything works . The UEFI bios is dell a07. I couldn't see my recovery usb , enter setup or anything until I connected my monitor to the iGPU port.

Try this, turn off pc, turn off psu, unplug from wall, press pc start button for 30 seconds. Plug psu back in, turn on psu, plug monitor back in to gpu, and try to start pc. See if you can get into bios screen.
That might work but its more trouble then just connecting the monitor directly to the igpu port .

What is the make/model of your new graphics card?
If it is an older unit, it may need a legacy bios to be recognized.
the display is radeon 7000 its starting to sound like a major flaw in UDFI People will be stressed when they need to get to a recovery or safe mode state and the UDFI can't perform the improved safty blocks out the real user along with everone else . But thanks for your imput in an emergency I will just plug monitor into the old port
