Can't access certain files despite reformatting hard drive?

I installed 32 bit windows 7 on my laptop. As I opened my computer, I notice about 50 gb used on the computer.

I understand that 20gb goes to windows 7 and maybe 5-10 gb goes to other programs that come installed. Yet what about the other 20-25 gb?

I noticed that there were old files that I cannot access, and when I go into the security tab, I cannot uncheck the boxes necessary to allow me access. It is all darkened in, indicating it is set.

So are there any programs to allow me to use the files, or access them? I am logged in as the administrator, I don't know what more access could be required.
 
Solution
If take ownership can't access the files use a Linux distro to format the drive it should be able to clear that data off... Then reformat on a windows PC and see if the full storage bank is accessible
