cant access files in certain folder

I have mistakenly moved some files into a folder on one of my partitions in xp. the folder is F:\b676a83a074957e609f or something like that. the folder has another folder (download) in it and some dll files like urlmon.dll. for some reason i cant access or touch any files in that folder, i even tried to access the folder from another cd and access was denied. i cant even access the files in dos prompt, or change the files from read only. please help, as i cant access those files! thanks.

right click the folder and give yourself full control over it. some times folders are created that only the system has access to, excluding the local admin even.
