Can't access full memory

I've recently gotten a new build, and I've noticed something strange about it. Whenever I use my computer, I have only about 3 GB of RAM available. I have 32GB installed. I looked in the performance tab of Task Manager, and it says I have 28.9GB as "Hardware Reserved."

Build:

• 
  Motherboard: Gigabyte Z97MX-Gaming 5
  RAM: Corsair Vengeance (4 x 8GB)
  CPU: Intel i5-4690K
  PSU: Corsair CX600M
  OS: Windows 10 Tech Preview Build 10049
  GPU: MSI Afterburner (Unknown model #)

I had looked at that before, and it didn't help. All my RAM sticks are identical, and match up with my MOBO.

What model number of DRAM? All from a single package?

Maybe theres an error from your motherboard that it doenst allow you to use all your ram, try looking it up in the BIOS
