Can't Access Intel HD Graphics Control Panel

Hello Tom's Hardware!

I'm having trouble accessing my graphics control panel via Intel HD Graphics. I have the latest drivers installed but whenever I right click my desktop, it never shows it. I really need to change some settings. Please help me! I'm using intel hd 4400 graphics.
