can't access internet on desktop through wifi connection to bypass router block, while it works on laptop/phone

My internet connection has been blocked on my desktop, laptop and phone, but I can still access neighbour's Wi-Fi (of which I know the password, no hacking) on my laptop and phone. Now I got an USB Wifi Adapter and I seem to be able to connect to the same Wifi connection, but still cannot get internet access. Why does this happen differently on desktop and how can I bypass this?
