Can't access Internet,utorrent or Norton! Pc states connected

Hello Im using Windows Vista and I cannot get to any of the Bookmarks. I cannot open Utorrent or Norton Security. My pc states I'm connected to the Internet but I can get to any pages except my Home screen. I have ran Malware but no virus found. Please help.Thx

Make sure the programs you are trying to use are allowed through the Windows Firewall, or are not being blocked by Norton.

Thanks however all has been checked, except through Norton I can't get into it or delete it from my programs.My PC is headed to Geek
